Breed Type: Very small, appeared black with a tag....the tag or collar may have been red. It was dark but appeared to be a wavy or curly coat with kind of floppy ears

Collar / Tags: Appeared to be red...eithercthe color or the tag
Temperament i.e.: Scared, Calm, Panicked: Seemed like it could have been friendly but got scared and ran on down the road. Would let me approach it.
Appeared well cared for: Hard to tell in the dark
